To be eligible to apply you have to be a graduate from an Irish third level educational institution (a Primary Degree, an Honours Degree, a Higher Diploma – equivalent of an Honours Degree, a Masters Degree, a Post-Graduate Diploma or a Doctorate Degree).

At the time of application you must hold a current Certificate of Registration issued by the Garda National Immigration Bureau.
